Broken Guns and Upgrading

That wiki page is a little vague Izual but tahnks. My question is. It says high repair skills can still repair a weapon that is broken. Now how high are we talking >200?

You can repair it the first 9 breaks.  Once it's been broken 10 times it's beyond repair and that's it.  However, unless you have Mr. Fixit you can't see how many times it's been broken.

And that is because of what? Old break counts stay?
