Jinxed only works for combat, and unless someone else made your char then it is your fault.

Thanks for listening to my complaints and understanding, *the next day these npc's were changed again and the problem is not bad anymore and have leveled twice since. thank you

Actually, I think they are having problems with the special commands.

I haven't had my Chosen One experience today... yet  ;D

About the same, on average.

What with charisma being mostly a dump stat, you can't really even see boils on majority of the average
wastelanders out there.

It appears that the less well known effect of the Great War was to place most of the offspring of survivors high up in the tree from which the ugly stick comes, only to have them fall all the way down hitting every branch possible.

And whomever avoided such fate found an only-too-quick adjustment courtesy of the helpful Wasteland inhabitants:
