I confirm this, you are flagged as dangerous 30 minutes or 1 hour after you commit a crime in town.

He meant that he thinks that once you do X amount of bad things in a guarded city, you become unprotected even after death. This is not the case.

Instead of addressing what is clearly a glitch, they just spout,
"Serves you right for doing X"
