Well if it is a feature, it seems to be a broken one. It is really frustrating to encounter critters like raiders, marauders and ghoul scavengers with guns; even if you try to run away they  shoot you, you get pulled back and then you die with no way of surviving. Mind you, this is an open beta test so I should expect things like this
