Rewoke citizenship from thieves that are caught in inner city

For simply reason, city that is not open for all losers by itself wont allow thieves inside for sure, and now i see it really stupid thieves becoming citizens just to get ability to rob other citizens. Now someone robs you, you attack him, and you even lose karma in vault city for that.

I think this is a good advise, I remenber Vault City thrown out one citizien for drug use ( the Bishop's wife); but i remenber that the first citizien Lynette have Mentat in her pockets, so maybe if you are the beloved uncle of lynette, the beloved, cleptomaniac uncle , for you will be safe robbing lesser citizien...
