Rewoke citizenship from thieves that are caught in inner city

Precisely they didn't allow you to bring in illegal drugs or booze for that matter let alone poor old lenny or marcus as per the game although I'm sure an option to smuggle in contraband could always be sorted out and looks like it was already on the way from skeev's remarks.
