It should be good if .223 ammo will be more accessible... in F2 it was quite common ammo, you can buy it in all bigger towns... in FOnline its rare commodity and I think it is stupid, because there are low lvl weapons (like Hunting rifle), which are useless in present time...

If you think hunting rifles are useless you have a lot to learn.

It is definitely one of the best of cheap weapons, when .308 will be implemented (to gunsmith 1 profession, I believe ), hunting rifle is going to be a balanced weapon. As now, Hunting rifle on gunsmith level 1 and ammo on 2nd makes this weapon rather difficult to use by beginners.
