This is a long shot suggestion, but one that I think could work. In some of the cities with casinos the controlling faction could sponser some caps and open the casino. In real gambling the house always comes out on top, so this could be a good way to make money for a faction at the same time encouraging them to protect the town so their casino doesn't get raided. The gambling skill could come into play in several different ways.

1. Affect the gambling cooldown, ie more gambling.
2. Affect maximum bets(high roller tables vs penny slots)
3. Ability to read other players at table(ie player x has 180% gambling skill and is holding 500 chips)

Since the controlling faction would have to fork out the caps for the casino the economy would remain unaffected. And since the gambling skill won't affect your odds to win the controlling faction would still make money. You could add mercs in the casinos kind of like militia and make them act like guards in guarded towns so they could protect gamblers from pkers. This would NOT stop people from doing organized raids on casinos(but this happens in real life too). This creates another venue for pvp, another one for stealing and a use for the gambling skill. The idea could probably use some fleshing out but any thoughts?
