If you can get one just by asking a GM, I really can't see why they're not allowed for everyone. Just give a few doctors the script, limit players to human characters, explain the limitations, and we have a much more interesting looking wasteland.

If we would make scripts for it, this would be permanent. But we don't want to make this permanent, especially because stuff will change in time anyway.
