Make flares craftable

Flares should be in game as they are one of the more fun throwing weapons.

In f2 didn't they have a really high chance to blind someone when thrown at their eyes?

Frosti:
Flares were deadly for powerarmor users when throwed at eyes. Also were good to add %to hit when throwed at targets at night.

 O_O Never heardofeth before. Were those deadly becuz of a bug? It seems more likely to me. The polymers in the powe armor eye aperture should resist quite a bit more than a flare.
