Sneaking and Perks

this formula should be changed to increase chance for 200 or 250, modifying formula and adding a dice roll. Like for example :
30 + <enemy's_PER>*3 - <calculate_sneak>/4 + random(1,20) >= 0
random(1,20) for people not familiar with code is like rolling a dice of 20 faces.
Thus for someone naked (thus no malus) with no bonus and 250% in sneak against a player's back with 10 PER that gives us.. 2/20 chances to sneak! ( -2.5 + <roll_of_dice_20>. Player can sneak only if dice gives 1 or 2).
That's a bit better and still hard.

How do u want to roll a dice in this case? Sneaking is not a single shot, its a continous action.

It sucks that sneak is essentially useless unless you put all your skill points into it. Having high intelligence to sneak seriously limits what kind of build you can sneak with.

Well your wrong :) Quote directly from the developors wiki
"Direction - direction of the opponent has big impact, basically, the area around opponent is divided into four parts, and each part modifies your sneak skill value by reducing it (not substracting) by following percentages:
Front: 90%
Front-sides: 60%
Back-sides: 30%
Back: 0% "
According to this your total sneak skill is reduced by a value of 90% when in front of a player aka, 300% becomes 30% to illustrate how harsh the nerf was for sneakers and why no one uses it anymore. why pump you points into sneak where the only real use is from behind and players have nil visibility due too fov anyway? :)
Edit: It would be good to see this wound back eventually so that those wishing too play blue suit sneak snipers can still do so, i agree with the armor modifiers and weight (if a little harsh) but the line of sight modifiers really kill this skill, you dont see people using it anymore because it has no use at the moment :)
