How to recruit good players to a gang?

One thing that's worked well in my experience is setting up an IRC channel (to me requiring voice channel is a bit discouraging, but if that's the route you want to follow, go ahead) and posting an ad in the Faction Announcements forum-make this as descriptive as possible about your goals (RP, PvP, TC, Crafting, etc.), who you want to recruit (levels, types of players, language/country, age), and anything else that might be appealing to the right people and discouraging to the people you don't want.

In the announcement, tell them to join your channel and talk to a leader specifically, but also just to chat with the people in there. The best thing to do is to have them come to the channel at least a few times to show you that they're serious. THEN add them to the recruitment base and make them stay there until they prove to you that they're worth it to add to your team and trustworthy (I'd say at least a week, but that depends on you). Best way is to put it to a vote among all current members or at least when a majority of them are online. Unanimous vote works best, but majority always works too.

Find experienced players with at least 2 21lvl characters, make sure that player doesn't belong in any other faction, talk with long running regular gangs (you can find them on irc, exchange name colorizing, make deals...).

- start a communication channel - IRC, voice talk, whatever; note that not everyone can use voice communicators during night (wife, kids), shouting "FA, FA plox!" or "behind you! shoot!"
- start a forum (there is shitload of those for free) for announcements, place a vision of faction, members list, professions list
- don't underestimate crafting - it may be boring as hell, but without boomsticks and fancy clothes you will be unable to threat even a brahmin
- speaking of crafting - at least one char should be 3rd lvl Armorer, 180% Repair skill is very useful
- make at least one taxi-barter char with large CH, Outdoorsman and Barter skill, make it available for all trusted gang members
- don't count on recruiting bunch of 21-lvl players, they mostly are in a faction already
