NPC vedors stop being morons who buying everything

Some of the timeouts are still a bit weird, even though everything is set correctly for them. It needs a scripter to look at it, but FoV is stealing them all away for now.

you can type in the amount with your keyboard instead of scrolling

In the future, type in the amount of caps you want for you laser rifle  ;)
