Requirements for level 2 Profession Armorer?

I've got 10 strength, 160 repair, 3000 caps on me and I am talking to the guy in grease-stained clothes next to the repair bench in NCR. I already got the level 1 profession from Baltas in Modoc.
If I am reading the manual correctly, those are the only requirements. What am I missing?

yeah i think someone did the same thing to me back on NMA, i think it might have been the same guy pointing me to the french wiki, google babelfish and just enter the url for that into babelfish, most of it translates weird and is odd to read for an english speaker but all you really need are the numbers for the skills.
I hate using the french wiki too but the english one still needs more work, maybe someone should contact the people that run the french one and find out if we can just translate, copy, and paste some of their info,
Anyways im armorer lvl 3 and the progression goes modoc/balthas, rondo/NCR, and some guy at the enclave base, i forget his name.

Another player pointed me to him so I'm pretty sure I have the right guy, and from what I have read I meet the minimum requirements (120 repair, str > 5). I've got armorer [1], and small guns [1] and [2] without any problems with the information from the manual, but I haven't had any luck with armorer [2].
I ask him if he knows anything about armor, he says he does, then my only option is to say I'll be back when I'm ready. Any help would be greatly appreciated!

theres your problem, you have small guns 1 and 2, you can only take up to 3 total so thats like 3 lvl 1s or a lvl 2 and a lvl 1, or a lvl 3. sorry bud your s.o.l.
