If you want to make enemies, try to change something.
We had similar plans, which run under the topic "scenarios". There are many possibilities, but everything needs to be timed. Else group A is going to blast the brahmins and group B was waiting there already since 2 hours or the brahmins are already dead when they arrive, etc... Such stuff is better done with NPCs.
I guess someone's bored of Monte Carlo? No, I'm totally for this idea. I actually quite enjoy these Monte Carlo-Fetch Somethin' - Quests as it is totally random, I never know which crazy thing he wants next.

Hmm, how difficult would it be to have two separate questgivers saying 'Come back here at noon'. The quest runs every hour, and has some kind of level limit. They won't pitch levels 5s and level 21s together, for example. When the mission starts they're both instantly teleported to either end of an instanced map. If no other group is prepared to be on the other team, you just fight NPCs.The same could work with caravan missions. You go to Far Go Traders if you want protection missions, you go to Crimson Caravans if you want to attack people. Everybody knows they run at noon on the 3rd/9th/12th/15th/etc. Hell, we could even pin that to the town noticeboards.Thoughts?
And because it runs so often, it shouldn't have too dire consequences if you didn't win/participate. Maybe after 100 caravans there could be some bigger consequences.
Same here, 9 flowers. I just stopped doing the quests. Which was a shame, because I quite enjoyed them.
