Is there a good place to get caps? I check all the traders that I see but they don't have any :S kinda makes the banks a bit pointless

I suggest box quest, Montecarlo in Boneyard and occasional brahmin shit shoveling.
With traders you just have got to be patient and keep trying.
PS: Also if you've got Barter there are some traders, who aren't visited so much.

I went to the fortress and the guy won't trade with me and I just get shot, do you need a charisma req? mine is 3. Also when do traders get more caps? is there a reset time?

New caps spawn from time to time, don't know details.
There is no charisma req, I mean there is, but 3 CHA should do everywhere.
If you mean the small guy in the fortress with green lake around, he was willing to trade with me last time I checked. Maybe you've got some low reputation or something? Did he say anything?
PS: Maybe there is some dialog option to insult him, which you used, I don't remember, but I wouldn't try it. .)

I did a quest in new reno got 150 slaver reputation but is there anyway to reverse taht? I thought 150 wouldn't really change other npcs responses to me

No, it can't be because of this.
They will kill you only if:
1) You have reputation with Gunrunners < -1499;
2) You're in Raider faction;
3) You're in Mordino Family faction;
4) You said to that little guy something bad.

He wouldn't trade with me either until I had a high BG skill (100?)

yeah its weird in the wiki it says you can get  a pistol and small arms bonus but I can't even talk to the guy which is supposed to give you that stuff.

The pistol guy and the trader are different NPCs.

It shouldnt affect you at all, i'm a slaver with 10 cha myself and i can talk/trade with him just fine.

I was a higher level than 1 yes, can you only get it at level 1???
