the 7 is for the better rate of fire, I'v looked at character creation alot :P and after many tests iv made my char. I would pick ag 8 if I where to lower CH but I really want it at 3.

(meant bonus rate of fire)

You do not get a better 'rate of fire' with 7 AG when compared with 6 AG. It's still 8 APs and a waste of a SPECIAL point.

he meant bonus rate of fire perk that needs 7 ag.  You can rise your ag when needed buy using nuka cola for example... (note we dotn say here whats it good nor optimal but what is minimum - and if you want BROF 7 is min)

7 Luck is pointless. Maybe you could take one from luck to get 6 luck, and then put that point into Agility?
