NPC in NCR will level you up in a minute, what's the problem?

The NPC is also removing drug addiction. If that's also not what your request means, then... Make a new character and level him up with different stats?

Just a truck you can encounter and drive in special warehouse encounter.

When its over, can we get at least some maps from 2238? I would love to place the Outpost in my SDK, from where i can start.
