Swinglinered:
Just make caravan have what a caravan might have, varying depending on its richness/how well guarded it is.

Be sure to kill the ones with radios immediately so they can't send message reducing your reputation, and allow no survivors to tell tales.

Being a caravan raider should get you some bad rep, if anyone finds out.

Also, Raiders might not like you on their turf.

Messing with caravans should also have an effect on the economy, the NPC-diven part. (If any.)
