My suggestion: Use only f2 world map

Why?

1 With not so great number of player a smaller world map increase the encounter between pc chance.

2 Less History incongruity, Shady sands become Ncr and Boneyard is not in new california republic? or it is and so few changes?

3 With few cities all the quest of the southern town would end in protected cities of the north (NCR , VC , SF)
  and the quest of necropolis would end in bh i suppose , so the world would seem with more quest and player will find its 
  more easily

It is too late for such a huge change. Also if it would be me, I'd scrap the fo2 part of the map.

The giant map makes 2338 stand out.
Also It's 85-90% canon.

Ya, at LEAST twice as big, if not global (using players from local areas to at leat design them).

It's big enough as it is.
Sure adding some new areas would be cool but expanding of the entire map would be a giant waste of time.

But then again there would be more places for newbies to explore and give the game a better general feel to it.

Yeah let's just revert back about 100 years.Change every single NPCs dialog.Replace 70% of the scenery and delete half the map.

Well that wouldn't be 2238 anymore. I guess the title is locking this server into this particular scenario, without any chance to improve in any ways of storyline.. Frozen in time between F1 and F2. Although the year in Pip Boy indicates that the enclave shouldn't exist anmore because of a certain chosen tribal ;)

If the complete scenario was about to change time span I'd rather set it AFTER the events of F2, maybe even after NV...
But that would be like making a completely new server. Even more work than
