HQ Fiber Plants

The only legit way to get HQ fibers in-game is to break CA... There needs to be other ways to get these, such as HQ fiber plants, duh? I know that if they were in random encounters like normal fibers, they would be way too common and make the value of CA go way down. My suggestion is to make a location similar to the tobacco farm, except instead of tobacco, put a few HQ fiber plants in it.

Large feilds of them... People sometimes take potshots at the farm.

since the hq fibers plants are realy rare in 2238 world, they are unavilable in region accesible on world map, but sometimes you can buy this rare fibers from traders, who brings them from far away. What a good explanation :D

I thought HQ Fibers are synthetic and can be crafted in Sierra from HQ Chemical Components?

It may be, but thay have developed some plastics that can be made from plants fibers (corn, iirc).

Makes sense even in terms of canon, because of prewar oil shortage this technology may have found broad use in polymer production. But then, you don't use fibers directly, but convert fibers to plastic and then plastic to HQ fibers. In terms of gameplay, you might need a bigger amount of fibers and Chemical Components to be used on a production plant to get dem HQ fibers.
