:D! I had not seen your reply before. Funny, I have already remade my character because I had not really advanced too much in the game and grew tired of waiting for some NPC to show up. I did meet Eli but maybe I should have payed more attention to the dialogue options. Thank you anyway, DocAN.

Darksome Cliff tells to look for the Franciscan monk, and mentions Arroyo and Redding.

Ahh, right. So, it must be some specific NPC in the caravan quest.
