Since the books from buying professions are useless, instead if you get em, you can read them, and depending on luck or some percentage (like 20-50%) you got chance to discover random shit-tier blueprint(those from quests and so on) and like 10% to get more valuable blueprints.
This will get rid of the problematic blueprints for new players and useless books.

it sounds like a good idea. but I would give a Certain That number of books can be read with 1 alt. For example: you can read only 20 books.

And? You will still have to pay those caps for the book, and the chance would be small, so I don't think it will be worth "farming" it this way.
