Because one could assume the technique of holding your breath before shooting while sniping is contemplated in your character's Small Gun skill. A character with high SG skill knows how to use the gun, and this technique is part of that.

maybe add 1 more ap and aimed shots do double damage, give sniper crits a chance to kill

sorry late response... yeah im not sure how i would integrate it.... something i would put as single fire mode i think. ya i would say add to critical chance and mabe some xtra dmg

i would agree on this as well sounds nice.
