Something makes me think not. You can see the piece of loot has a radio, flamer fuel and a flamer itself. You can see that none of the enemies died by flamer - all of the bodies are still intact (well, kind of) and none of them are burnt. Very rarely people take radios, so it may be a piece of loot after battle. Also, when someone or something explodes all their inventory is dropped on the ground.
