Standard procedure is to bring caps to guarded city like Vault City,NCR(not available yet) or Hub(not available yet) and being diverted to local depot. There you will see your brand new car and you will trade your caps for key. Trading 1 car at once.

"Home delivery" procedure is that i will drive car to any place on map. If you want to use this option you will have to transfer money to my account previously. Do not transfer caps before i ask you. I ll meet you in any place on map, using radio distress signal.

Well, i didn't exactly want the car. I offered some itemz so he would take me
 up to NCR. We stop close by and he tells me to take it. Says he'd leave it in the wastes
 if i didn't. So i took it. Luckly i found a use for it.
