At this moment THIS is not possible.
Allow players contribute good gear for get almost broken high tier gear BOS.

Reason: BOS need suplies for lot of initiates
Reason: BOS paladins dies from time to time, etc.
Reason: BOS have alot 100%/100% PA in storage.
Reason: it is in game cannon

PA is rare and special.
BoS was a faded organization by the time of FO2.

BoS makes guns/etc.

What they would need is raw materials.

Maybe have a Faction Point store. I know it is MMO generic, but at least it would make some sense.
Bring in enough mats and get CA, Laser Gatling, etc.

100 HQ alloy, 200 alloy, 100 GMP, 1000 MP, 1000 GP, 150 AGP, 10k caps for a PA suit perhaps.
