I mean the paladins in front of bunkers in Den,NCR, and SF , they are supposed to wear TA.

I always thought the sattelllite base BoS people wore common gear to be inconspicuous, and to avoid loss of technology.
Also, it would be wasteful to put PA on a scout/agent.

In fallout 2 all of the guys in front of those small bunkers wore Tesla Armor.

I do because it allows me to have specific defenses, for instance laser snipers are more dangerous than reg ones so I use tesla helmet with a mk2 ca because bg's are the most common burst weapons.
