Where is that written ? How can you test builds properly if there are no drugs there ?
Offering services such as Hinkley shouldnt be for free.

by taking drugs before you go in? Notice how they offer drugs but the dialog doesn't work, that's what is known as a "bug".
Whole point of hinkley is pvp without the long wait associated with gearing up.

PvP in Hinkley is highly artificial and doesnt resemble real pvp out in teh wasteland.
Drugs in Hinkley was already discussed and conclusion was that more people would prefer not to have drugs there.
