My Sniper builds.

Blerter:
These are my 2 sniper builds, keep in mind one is a sturdy END Sniper with high ap and 2 drugs (Nuka&ciggs) but no addiction (chem resistant) and Brof so he can aim at the eyes 2 times, he has 1st but compensates with sharpshooter and his 265% SG and he has all the critical perks and average luck giving him a 20% crit chance.

The second is an extremely low hp build made to sit in one position and snipe (next to a wall) when within 5 hexes from a wall he was 300% sneak (he can see them noone can see him) this makes up for terrible hp, but even with 2-4 END he will still die in 1 burst anyway and if hes seen it's game over, he doesnt need extremely high AP because of all the time he has will hidden to regen, his SG is 225% which is perfect for a 95% chance to hit and he has high luck. He has skilled because he didnt need Action boyx2 and needed high sneak and high(enough) SG.

My favourite sneaky sniper; thoughts&criticism please :)

Sneak build:
more criticals,even more criticals,better criticals,sharpshoot,ghost and RBTE
SG 260%
Sneak 271% but when next to a wall 300%
skilled (I know its very bad but it helped get 95% normal hitchance and 300% sneak)
light framed

Heavy build:
more crits, even more crits,sharpshoot,2xaction boy,better crits,RBTE and BROF
SG 225%
Chem resistant
light framed

You can't shot twice in the eyes with only nuka by using sniper rifle (I guess it's that what you want to use) - as one shot in the eyes requires 7AP (with BRoF taken)

But sneak-sniper is that what I always wanted to do. But full skill is kinda useless here, as sniper should stay on distance anyway. I'd give it 260% max - then you will be invisible to ~10 hexes or less.

Swinglinered:
I made a sneaking critical rocketer with 1 END.
Amusing, but not that great. Only loses a rocket launcher and handful of rockets he he dies, though.
