I suggest this because it:

- Only 15 range, it's the shortest range for a pistol.
- A lot less damage than Plasma rifle.
- There is a lack of electric weapons.
- Only slightly more damage than Plasma pistol.
- CA helmet and Tesla helmet has good resistance against it.
- I have also used it in an event, so that confirms it is a worse weapon than the Plasma rifle.

- BoS Patrols perhaps?
- Shops in SF.
- Crafting it.
- Lootable from Glow/Ares.
- Also a weapon in Hinkley.

Not bad suggestion.
But there could be another way to obtain them, in fallout 2 enclave patrols used to carry pulse pistols along with gauss pistols and plasma pistols.

No. Maybe from a special encounter like the gauss pistol, but it should not be farmable to such an extent everyone can have bazillions of it.

If stats on wiki are accurate, it is comparable to plasma pistol. And most of armors have decent protection against electric damage so I vote for making it common.

Can sneakers use it? From what I'm seeing this weapon would be much more devastating to users of metal armor than a plasma pistol would be.

Yes it counters metal armor (I remember pre-wipe event when you got pulse rifles as well, and shooting a guy in metal with that was really nasty :d), but with it's pitiful range... Sneaking around with it would be valid in my opinion. If you run around with the stuff that require some effort to get, you can't just troll. But then again that'd possibly make energy the most interesting choice for sneaking - choice from laser, plasma and electro with all of them having different cons and pros, that's really nice.

No it is not. It's been one of the best EW weapons in Fallout 2, but here it suffers from low range. That still makes it very useful when range is not huge factor. As a bonus, it practically ignores the most common used armor, that's not bad. Also take note that some of the weapons don't have their original stats, so you could as well make this thing pack a bit higher wallop. (Eg. plasma pistol does 15-35 in original)

Anyway, if some think it's too good, also remember it has extraordinary low magazine size. Not huge thing, but should be factored as well.

Range is always a factor, 15 is pretty brutal. Give ew pistolers a good alt when fighting metal, I like it.

I agree, it should be common. but think, maybe 2 of every 2000 suggestions are even taken into consideration, so this whole topic will probobly be forgotton soon along with all the others, and the devs probobly wont even read it. So yeah..... Good luck.
