Can't buy mercs with lvl 1 character.

Just tested it on Ghoul in Gecko. No problem at all.

Sweet, bring them to "Happy Harrys" Vault City please, he will take care of them.

Just to let you know, i created a new character about an hour ago. For the purpose of testing this out.

So if anything, it might concern only old characters.
