Can't buy mercs with lvl 1 character.

Made a char with speech tagged and 10 CH.
He got 123 party points and is level 1.
Why can't he buy mercs?
And yes... I got caps.

Waaait a moment... I remember someone suggested making it impossible to buy mercs at level 1, so that you can't spam Redding with an army of mercs using proxy merc leader alts like the Chosen Soldiers did...
Don't tell me they implemented that. :/

Yep. Cryo made this suggestion after the Chosen Soldiers made an ubertroll strategy using a lot of 10 CHA alts and proxy (no legal fast relog back then) against the WWP project in Redding.
I don't remember anything like this being announced, though.

Well I can buy mercs with a level 15 so I don't think it's that high...
I hope the minimum is level 2 or something...
