add to new reno underground way to enter casinos underground
add quest npc's
add hardcore hostile npc at entrances to casinos cellar
add junkies which respawn once per few hour with respawnable jet/nuca
add *chosen one* underground (guys from arroyo with multiple v13 suits which can give quests and easily defend themself from party with avengers)
