Make armors provide bonus protection against steal

Well... it would acctualy make people come to NCR armored, no more bluesuits swarm !

Mother of god.... why?! Imagine antitroll - standing in PA in NCR. U will lose your items anyway, bunch of trolls will burst you.
Nerfing stealing means: no more valuable thief alts >> every thief alt would go to ncr, because its useless anymore in farming. Is that what you want?
Suggestion makes sense in terms of logic, but there is 27894569487435 things which had to be changed. Can you run all the time? Nerf! youre tired! CD or something. Can you haul items while leg crippled? Nerf! and so on... list never ends...

People who steal ammo are not necessarily interested in playing thieves anyway.
And yes, I want thieves in towns not on desert pickpocketing BoS patrols.
I would prefer if there were some thief PvE features for them in towns though not just a grief/troll.

So maybe first, introduce those features instead of nerfing nearly last fun feature in 2238.
