No, really, what do you wanna do with your character? That matters a lot.
If you are new I would suggest some hybrid build. But it really depends on what you wanna do... ;)

I don't think so, but if you wish you can take lifegiver on lvl 12, why not.

Sure, but you can kill raiders, marauders, mutants, mercenaries and even other players. And I would say that, it matters what.  ;)
