It won't need any skin, just need to know if it works with normal characters created before to roleplay purposes, but aint used.

Example background story for smart rat. (If anyone is interested)
It was a normal day in the wastes…. Scrappers were scrapping, raiders were raiding, and looters were looting. Nothing special was happening this day, At least nothing visible to normal wastelanders. Deep in the heart of the bone yard, in the basement of an old warehouse, wherein the mighty mother death claw once abided, there was something amiss.
A Hub scientist and a retired policeman were in the basement of the warehouse, trying to rid it of a rat infestation. The scientist tagged along with the NCR cop, because he knew this would be an opportune time to get a live sample for an experiment he was plotting. He carried a small cage in one hand and a 10mm pistol in the other hand. As they blasted their way through the swarms of rats, the scientist swiftly, but carefully scooped up a healthy young rat into his cage.
After the infestation was under control, the two men parted ways. The scientist was more then happy to leave without pay for the help he gave. The specimen he had collected was more than enough pay for him. Later at his lab, he pulled out from a cooling mechanism, a small sized brain, a child’s brain, so it seemed. Then, he put on thick leather gloves to protect himself from bites. He then removed the rat from the cage.
He knew brain transplants had to be done swiftly and accurately, for if a brain is out for too long, it will die, and the organs in the specimen would shut down.
The scientist sliced and severed and grafted so quickly and accurately, that the experiment seemed almost too easy. A little over 6 hours later, the rat opened its eyes. It was a success! The brain had been successfully transplanted. The scientist did tests and more experiments for 2 years on the rat. It proved to be much more intelligent than a normal rat.
Finally, the rat grew tired of being tested on. Although it was fed and taken well care of, it was not happy. With the newly acquired intelligence, the rat simply devised a plan to escape. With ease, in the middle of the night, the rat escaped. It now travels the wastes, using its intelligence to escape predators and find food.

These rules are just a draft. But yes you will be able to come and RP with any character
as long as it's has at least 5 level and name that doesn't look weird, eg: "p3wp3w". This
will be minimum to enter the town.
To have a chance to be part of some bigger GM-driven story in town you would have
to prepare your character description. Maybe there will be a template for this.
Otherwise you will be just treated as street crowd by GMs, you can still do whatever
you like though, join town projects, and face consequences of your actions.

There is spawn point near Hub, where some of new characters spawn. They will try to go to Hub, because they know nothing about the game, but according to manual, you can enter only from level 5 (or using RP story). How do you want to deal with this fact?
But nevertheless, thumbs up and thank you for trying to bring more RP to harsh wasteland... ;)

Hmm you bring up a good point. I dont think she had that in mind.
