Char for BP finding?

BP-Finder/"Glass canon"

Stats:

ST - 04
PE - 06 (7 with Cigarettes)
EN - 06
CH - 01
IN - 06
AG - 09 (10 with Nukacola)
LK - 08

Traits:

Chem Reliant
?

Tag skills:

-Small Guns   (201% at lvl 24)
-Lockpick      (199% at lvl 24)
-Traps      (45% at lvl 24)

(ARE THERE ANY DIFERENCE BETWEEN 199 AND 200%? BREAKPOINTS OR SUCH?)

LVL3 - Pack Rat
LVL6 - Toughness
LVL9 - Even Tougher
LVL12 - Bonus Ranged Damage
LVL15 - Bonus Ranged Damage+
LVL18 - Bonus Rate of Fire
LVL21 - More Ranged Damage

And is there any way to really confirm if luck has any influence?

As far as remember a locker on encounter is always visible no matter how many PE you have, so I would take 1 PE a add it to LK and INT.

yeah, you can see it at any distance, assuming its not behind a wall

luck absolutely does not matter
its good to increase chance of finding FCC in cars but that's it
lockpick 300 is not a overkill..when you are making locpicker,why not get max chance available..i have lp 200 and my team mate 300 and there has been numerous times i couldn't open chest,called him in and he did it( this happened while finding CA bp too)

treasure hunter is bugged,but not completely.if your sole purpose is to find BP,do take it.it will cost you some caps but chances of finding BPs ARE bigger

Can you provide any evidence to prove that luck does not factor into locker finding at all?
