This rule is outdated, it depends on what he was doing when dual logged. According to dev's post about dual log, if it was made to not gain an advantage in PvP over other players, it's allowed. For example if he used dual log to loot his own body/his victim or to attack right after his 1st character died, etc. then it's violation, if he used dual log just to stand in NCR bazaar, share tent, give items, etc., then it's not.

They got little fight with CSbarter named guy.
About FoT (FOnline Tactics) and pedophile was against it and spammed bad things about it, he got killed many times by some burster alts.

pedophile got all the time killed, but then I saw he logged in to another account (pedophil, like you see in the image he was at same time logged in both accounts) and continued spamming and got killed ->
That was continued like hour and I send +requesthelp, but no GMs.

Humor is one of the most subjective forms of human interaction.

No one has the right to condemn others for having a different sense of humor, especially say they should be punished for it.

Humor might be subjective, but empathy is a different story. If someone chooses a name like "Pedophile", it shows a lack in will or wits to think about other people and how his presence might affect others.
And if he does think about consequences of his "humor" and knows it might be emotionally painful for others to see him in action, it attests something completely different. Best not to think about it.

I prefer not to jump to conclusions in this particular case, as I don't want to start flaming some guy because of his misplaced, shortsighted (in my opinion) ideas of fun.

Same as stand up comedy; it's possible to make harsh jokes in the proper context. But there's no... punchline here.
