 Compass. Item in your hand (even hidden) could give you outdoorsman skill bonus. 50 percent, so although you dont tag outdoorsman and you raise it only to 50 points, you can reach 100 outdoorsman skill. Good enough for regular chars.

 Avaiability = similar to lighter. Not craftable, not every trader has one, but after one week of playing, you can have 10 pieces just as a side loot.

 Similar existing items: lockpick, stealth boy, first aid kid, ... .

25% would seem more reasonable I think.

They could maybe show up as rare loot in footlockers or caves?

 What about uniqe map (scout handbook) for every location. I mean squares around cities, and other stable locations, 10 squares each direction, one huge square surrounding that location.

 It would be nice to find a map of exact location. You are not forced to use it (cars, outdoorsman leader,simple runaway from encounters) to get that bonus (50-75 skill points), but it could be really handy if you have char without outdoorsman skill, you dont want to alting and want to find or avoid encounters in exact locations.

quite good idea +25% to skill from books but only for non pvp skill.
also i have idea about glasses and magic ball.
glasses +1pe and tesla reist only against leaser.

and can we get quest where we can find deathclav eggs and we can get baby deathclave (we can lvl up him to get better resists to max large thoughnes deathclave and 400 hp) i know it sound like some pokemon but i like idea if we can rise our pet (we can have dogs so why not deathclav or fire gecko)
