It is actually an armor from fallout tactics.

In this server it is just black combat armour graphic afaik.

can i ask why its not in game? it would be good for glow runs and such and from what i remember its stats are not op.

Its not in the game because if it was you would need one less alt (glow alt) and this game is all about alts

It is easily posibble to convert those from FT to FOnline but it would look strangely with those graphic and even devs don't want even do add simple item then why add this?

In Killap's Fallout 2 Restoration Project you can find an Environmental Armor and it uses Fallout Tactics graphics.
