Just simple match 1 -2 = -1
-1 +2 =1

Well yes, normaly jet + buffout just cancel their strength modifiers out. However, as you know if you take jet at 1 strength it doesn't drop your strength modifier to -1. Contrary, strength modifier still remains at 1 after consumption of jet. Somewhat odd that (taking buffout at this point), the game engine still makes the calculation [at -ve modifier value].

It is indeed better , few extra hit points and more endurance that i think helps against KO , KD rolls but with a very small difference if you don't have any perks like stonewall , bonehead , man of steel that works well in conjunction , together. Of course the difference cannot be ignored. I personally haven't leveled that build , so thanks. :)
