Who Killed Bambi:
remove weapon in guarded towns from players like in new reno casinos

and give back them theyr stuff after they gone.
maybe abit sick idea because of trading - just make guards not allow to reload weapon, or not allow players to come with loaded with ammo guns, or simply unload gun when player enter town.

when you have gun - you going to be get shot/impossible to load gun with ammo.
seems good for ncr.

or simply not possible to wear/equip gun in safe towns feature can be great, then it is not needed to waste time with reputation related stuff.

Arminius:
Just lower the shoot on sight requirement to something more reasonable, like Antipathy. Regardless of how many alts griefers have, it should be made as hard as possible to kill in protected cities.

Stealing is fine as it is.
