Bunker Base with PA

The vault dweller joined the brothood of steel and by helping them he gained a power armor then he saved the world. The choosen one ventured to the old military base and found a power armor which he later changed to an advanced power armor and saved the world too.
Why the hell a noname wastlander should be equal of those 2?
We are playing a regular wastlander not the vault dweller or choosen one.
Power armor should be only available if we would be able to start as part of Enclave or BoS and gain from lots of lots of work. We can join them but it doesn't mean we were part of those groups so they should never give an armor like that.
Players should not get Pa or Apa.

Most people aren't interested in a bunker because of the location and price.
Last season many of us had millions of caps. If there was a PA with every bunker, there would have been a whole lot of bunkers.

The idea of PA being available somehow isn't bad , considering how easily armors break down now , but this suggestion is shit.

I'm not the only one , there were other teams who brought PA into fight. It's just like any other armor only provides better protection. In fallout lore the normal PA was quite primitive design witch became pretty much standart issue for american soldiers at one point.
