There has not been a single reported incident of having one char get 2 of the same special encounter.  (although I remember Crazy mentioning he could've sworn he did, not confirmed)

Until that day comes it's safe to assume it's 1 per character. ;)

And yes, Pandaed, you were essentially asking for gm/dev confirmation...  When you asked for it, lul.

I can explain even that , let's say the chance to find that bunker is 0.001% chance per tick on world map so if i'm not wrong on average you would find 1 special encounter per 10000 ticks on world map. Though there is a chance very small chance that you would find it only after 15000 or 5000 ticks, actually the possibilities are endless how you can get lucky or unlucky , nor it's possible to calculate when you are going to be unlucky or lucky.
Actually it all depends on the coin as engravings on coins are different on each side which results in a slightly different weight on each side which after 10,000 times makes a very noticeable difference because the side with the slightly more weight is more likely to land face down. Which means that the side with the slightly less weight is more likely to land face up.

A few micrograms can make a big difference.

Or think of encounter chance like winning a lottery.

That's the right thing to do in this case.

I found two SE last season: one was Gauss pistol near Thempark, and one was Howitzer shells in the alien desert. Gauss was solo with Luck 6 guy. Shells was with a Luck 1 fighter and i was traveling with a buddy. My fighter was Small Framed so my CW was very low. Those shells are very heavy so i could only carry 2 i think, and i had to drop all my gear to get them. My friend had high CW and got the rest by dropping all his gear too.

This season i found the Gauss pistol again (tiny bunker), again near Themepark. I know a guy who found it twice this season so far, same area. (Dunno about same guy or not). Also another friend found the "Family Graveyard" SE out just east of Cathedral.

I heard there is a 4th SE not documented on the wiki but i forget now what i was told about it. From my limited info, it seems character builds are not a factor when finding these, but area is. The Themepark bunker does however seem to cover a very wide area around Themepark - it's not just the same couple of zones. Some people find it northwest of TP, some people find it southeast of TP.

More TMI from Marko.

I never found a family grave :) special encounter, and I doubt there is a 4th special encounter that is not on wiki. Or you could consider the encounter where you can get FCC a special encounter. That would make 4 special encounters.

I've only found the Family grave, and I have theorized that because the "Special Encounters" In the original games were effected by perks, but not by location, and that this game as multiple characters running around that they have a "Set" area where they MAY spawn.  The Themepark one seems to be an obvious test of that, and I've had people damn near pin point the area where I got the Family Grave, however that was 2 wipes ago, and at that point the perks did at least Mention they helped with 'special encounter' finding, now they do not.

Gauss with Gatling near Themepark
Family Graveyard near Waterworks

Abandoned howitzer, If I have not forgotten, in desert near (up) SF-Mariposa. But a shell now not probably to disassemble on gunpowder, bug.

Gauss\Gatling encounter I didn't find more than once one character. But Graveyard found some times.
