In character planer i must pick perk on lvl i cant save perks for higher level tis isent in geame?

Correct. You can delay picking a perk, but only until right before your next perk. If you fail to pick a perk as a new perk level is reached, then you forfeit the previous perk, just like in the game.

You can save it only until you get the next on, if you dont assing the perk before getting another one you will lose it  , on the character planer it already warns you about it.

Max level is 24, 8 perks total, or 6 if you take skilled trait.

It could be anything from a few days to infinity. But closer to infinity
Do not make a build for AC > 90 until it's actually in game.

Also remember the defense bonus from AC works only if are running.
