I'm 100% positive that you do not.

Educated requires Science 100, get at Boneyard Library.
Swift Learner requires Science 50, get at hub Library.

Go here, click on FOnline 2238 and look at the Quests page for all of the support perks and their requirements.

If that's the case, I can vouch for it not requiring Charisma.  I just got that perk last night, and Charisma is my dump stat.

There needs to a comprehensive list of EXACT requirements for each perk and profession. I know CH can be avoided by going to certain npcs for professions, like ncr instead of redding for doctor profession. But I have no idea about INT. I know having low INT will also be a waste of time for getting a profession since noone will talk to you, even with mentats.
