Why So Many Ghouls?

Hey, all! I'm pretty new to 2238, so I guess this is as good a place as any to introduce myself with a canon related topic....
So yeah, I've uber played every Fallout game, and I'm a huge fan of the whole IP, Beth non-withstanding. I've also brainstored just about all of the story info about the series, and from what I have seen from 2238 so far, is strong justice done.
But I had a small 4th wall hicup. Why are there so many damn ghouls in Necropolis?
According to cannon, during or just after the events of Fallout 1, Necropolis is sacked by the Master's Army and all of it's residence that didn't flee were slain. Necropolis was litteraly a ghost town, no one there. Then, according to the events of Fallout 2, a small Ghoul caravan came to the empty Necropolis to scav and make a new home. After much deliberation and a surge of newly created ghouls (always wondered if these were FEV ghouls or just a party of adventurers caught in a serious rad storm), the caravan decided to start a Great Exodus, going on to found Broken Hills, the Glow, and Gecko, leaving Necropolis empty once again.
So according to your timeline, Necropolis would be empty as a hole, so why all the ghouls? I mean, as far as towns go, its pretty useless, not even a shop. One perk, thats all. why is it still here. I understand keeping the integrity of the Fallout 1&2 world, but imo it shouldn't even be on the map.

Yeah, it's a pretty featureless location. But it also does have a shop and it also has a holy person that sells the purple robes. There are various places, for the sake of gameplay, where it isn't 100% canon. Getting rid of a map just because it isn't totally canon certainly isn't a good solution. That's my opinion, at least.

Aparently I missed the shop. To bad too, I had a retard amount of fruit.
But, I can definatly see why it was left in the game. It was probebly my favorite location from F1, just because it had such an evil atmosphere, more so even than the Enclave base. But I think at least some of the ghouls should high-tail it out of there. I mean, the town is considered unguarded, except for the Catherdral, so you really don't need all of these NPC's standing around, yelling 'Hey Smoothskin'.
Canonicly the Catherdral portion of Necropolis makes sense, but there wouldn't be any ghouls there either, as the Master's little religeon revered 'pure' humans.
