Do they really work?

My lockpick alt has 30% in doctor, with those bags in hands he sould have 30+50+25= 105 in doctor.

105 % in doctor is enough to heal crippled leg but I never succeed...

Doctor's bag does work. Haven't tried the others.

I think only the one in active hand count.

But for example motion sensor works in second hand.

Yup but it's not a skill bonus. However maybe it can work in second hand, but there isn't stacking.

It only works when you use it on you.
 
If those items are in your hands they doesn't work as they should.

This is correct.  You have to have it equipped, click it, then do Use On.  And of course, they don't stack.
