Cool story bro.
Its a game where the basic mechanics do not work or actually one can say "it would be so in real life".
So for example Johny Burster, walks next to you in the middle of NCR, bursts you and you lose all your stuff. Johny Bursters friends jump and take whatever they can and the surrounding guards take the rest.
Now one can shout "yea but there are suicide bombers all over the world, he is doing the same thing". Yep you are right... with the exception that they cant restart "life" afterwards. In this case not only can you do so but if you want to avoid tanked reputation you simply then log on to your main and poke fun at the dead loser...
So in a game where THIS is allowed the problem is looting vendors? Heck I already gave the suggestion, give only an amount of the stuff he had for looting. So I go and shoot Sha-Enin then only 20% of his items and caps can drop.
See the problem is in the majority of other games played online you only get to loot what you kill. So the idea that I come in, burst at an NPC and loot him wouldnt be a huge problem (since due to reputation I would be auto-killed if I tried to re-enter the city to loot). Here we dont have that and hence a cycle issue is created.
In any case, I am just pointing out the "unfairness" so to speak of a game that advertises, full loot, kill everyone, be a murdererous psychopath with 1 Charisma yet somehow the NPCs are unrobbable and unlootable.
